Haiti Philately is most complete treatment.  Available through membership in the Haiti Philatelic Society.

Timbrologie d'Haiti (Port-au-Prince, 1954): a handbook that is weak on the pre-philatelic period and basically focuses on stamps from 1881-1950.

Scholarly articles in the following numbers of the
Congress Book: 50, 51, 52, 54, 55, 56, 57 (two articles), 58, and 59.

Revenue:

In Haiti Philately there are any number of articles regarding Haitian revenues. The reader is advised to avail himself of the several indexes published for the journal, especially the one that covers 1975-1986. This is available through the APS Library or from the Secretary-Treasurer of the HPS.

Le Moniteur is a government bi-weekly that occasionally gives information on the printing of revenue and regular postage stamps and, revenue and postal laws.  Several US libraries (Doe Library of UC- Berkeley, the Library of Congress, Baron Library of the University of Miami, etc.) have repositories of hardcopies and/or microfilm but have no complete runs.
